Tangipahoa Parish seeking bids for road overlay

By LAUREN LANGLOIS staffwriter@hammondstar.com

Bids for the latest round in the Tangipahoa Parish Government's road overlay program came in over budget.

The council Monday agreed to reject the offers and readvertise Road Overlay Program No. 2 Fiscal Year 2019 to get lower bids.

According to Parish Engineer Kiley Bates, the project is estimated to cost about $454,000. The lowest bid of the three that the parish received was $595,355, which is about 31 percent over budget, he said.

While the overlay project has not yet been awarded a contract, the project to microsurface other parish roads was awarded by the council to the sole bidder, Vance Brothers, which will do the work for $299,615.

Here is a list of the roads to be microsurfaced:

• Bogie Walker

• Buckhalter Road

• River Wood Road

• Wesley Road

• Rayborn Road

• Pine Grove Church Road

• Martin Road

• Oak Haven Lane

• Greenlawn Drive

• Lamonte Lane

• Restivo Road

• Woodbridge Boulevard

• Terri Lane

• Laurie Drive

• Country Lane

• Monte Lane

• Palm Drive

• Coco Drive

• Windmill Drive

• Howell Lane

• Tootsie Kinchen Road

• Red Maple Drive

• Birch Street

• Water Oak Court

• S. Elmwood Loop

• N. Elmwood Loop

• Elmwood Boulevard

The council also greenlighted the installation of the geosynthetic liner for the 14th waste storage cell at the parish landfill. Environmental Specialties International will install the liner for $935,390. The cell is part of the expansion effort at the landfill, with Cell 13 opening last year. Two more cells will follow Cell 14 on the 50 acres where the expansion is happening.

The parish officially abandoned Leo Lane Bridge Monday night as well. The bridge was damaged during the historic floods of 2016. The bridge served as a crossing for a single home on the opposite side of Cline Branch. The parish decided to purchase the home and property in lieu of fixing the bridge, which will no longer be part of the parish's inventory.

Also Monday, the council approved names for various districts' boards. Deek Deblieux was reappointed to the Mosquito Abatement District; Rob Carlisle was reappointed to the Hammond Recreation District; Ron Orsi was appointed to fill the expired term of Roger Navarra on the Hospital Service District No. 1; Jerry Hanible and Leslie Mabry were reappointed to the Convention and Vistors Bureau.
